TRAFFIC AND PARKING REGULATIONS     

Each student is responsible for the policies and regulations in both the catalog and the student handbook.

General Information—The use of a motor vehicle on the ORU campus is a privilege. All vehicle regulations apply to staff, faculty, full and part-time residential students, commuters, concurrent/advantage students, graduate students, online students, and visitors utilizing campus facilities. The proper registration of a vehicle is the responsibility of the user and/or owner. The State of Oklahoma requires proof of insurance, registration, and a valid Driver’s License to operate a motor vehicle. Proof of ownership may be requested. ORU Department of Public Safety & Security (DPSS) Officers control campus traffic, and drivers are expected to comply with requests or orders from these officials. Oral Roberts University assumes no responsibility for protecting or losing any vehicle or its contents while on this property. Any student accumulating four or more traffic citations will be subject to disciplinary action per the Dean of Student Engagement, the Associate Dean of Engagement, or the Vice President for Student Life. 

Vehicle Registration & Parking Permits

1. Vehicles may be registered electronically via QR Code posted in the ORU DPSS Office, or by visiting parkingpermit.oru.org from any device. Applicants are advised that “Pop-up Blockers” on their chosen web browser may prevent access to registration forms and should temporarily disable them. Electronic registration should be done before visiting DPSS to acquire Parking Permits. 

2. Fees for Parking Permits will be automatically applied to the applicant’s Student Account.

3. All students, faculty, and staff having a vehicle on campus (including Mabee Center parking areas) must obtain a Parking Permit from DPSS immediately upon registration or employment. Automobiles, motorcycles, trucks, vans, and bicycles must be registered. 

4. Parking Permits have an expiration date of August 1 each year (unless otherwise marked). 

5. Students are required to maintain current Parking Permits. Automobile permits for full and part-time Residential and Commuter students cost $100. Automobile permits for Graduate, Online, and Concurrent/Advantage Students cost $50. Motorcycle permits cost $25. Bicycle permits cost $5. Additional permits must be approved by DPSS. The permit type must match the vehicle type to which it is affixed.

6. The parking permit must be attached appropriately with its adhesive to the vehicle for which it was issued. This should be done immediately upon receipt and before parking in assigned areas. The parking permit is to be attached as follows: 

• Automobiles: Permit affixed inside to the lower left corner of the front windshield (driver’s side). 

• Motorcycles: Permit affixed to the left front fork of the cycle. 

• Bicycles: Permit affixed to the left front fork of the cycle. 

7. Parking Permits are not transferable to another person or vehicle. The permit must be removed from the vehicle for change of ownership, termination of employment, permit expiration, revocation of privilege, and/or suspension from school. If a registered vehicle is replaced by another vehicle, the parking permit will be replaced by DPSS without charge. Violations and fees charged to a permitted vehicle (current or expired) are the responsibility of the permit issuant.

8. Lost or stolen permits must be reported immediately to DPSS to relieve the permit holder of liability. 

9. Bicycle Registration: All bicycles must be registered with DPSS to comply with city ordinance and administrative policy. 

10. Temporary Permits: Temporary parking permits may be issued free of charge and should be obtained from DPSS in the situations listed below to avoid traffic citations: 

• A one-hour G (Lower) Lot pass may be requested at DPSS to load or unload items into the dorms. The student will leave their Driver’s License with the Dispatcher and place the Temporary Parking Permit on the driver’s side of the dashboard. Once the task is complete, the student will return to the Security Office with the permit they were issued, and their Driver’s License will be returned. 

• If an unregistered vehicle (i.e., borrowed or rented) is to be parked temporarily on campus, a Temporary Parking Permit must be obtained at DPSS and displayed on the driver’s side of the vehicle windshield. 

• Students’ family members and friends are encouraged to obtain Temporary Parking Permits to avoid receiving citations. 

• Whenever a vehicle is disabled in an area that might otherwise result in a citation. 

• Parking in any location other than that designated by the affixed permit for a legitimate purpose, i.e., temporary limited mobility. 

11. Disability Permits: Persons with a permanent or temporary disability (as defined by Federal or State Statute) that causes limited mobility must obtain a permit to park in designated spaces. To comply with Federal ADA regulations, ORU will only recognize state-issued disability permits/placards or ORU Handicapped permits. Temporary or permanent disability permits may be obtained through each State office. Forms may be obtained through the individual’s physician. Temporary ORU Handicapped permit needs will be managed through the Director of Student Support (Disability Services) in conjunction with DPSS. 

12. Other: Students involved in special programs, such as modular course formats, with only occasional time on campus, must obtain temporary parking permits from DPSS.

Parking Locations & Hours - Signs are posted in each lot indicating permissible parking locations. A color-coded map is available in ORU’s Security Office to determine proper parking. Vehicle permits are color-coded and lettered to indicate acceptable parking areas:

CAMPUS MAP

1. Executive/Senior Faculty: (Gold/Purple permits) Lot K and all other Lots 

2. Faculty/Staff: (Blue/Orange permits) Lots A-H and N 

3. Resident Students: (Red sticker) Lots A-E, H, and M 

4. Graduate/Commuter/Concurrent (Advantage)/Online students: (Green/White stickers) Lots A-E, H, and M at all times. These students may also park in Lot G (Lower) from 3:00 p.m. to 1:00 a.m. on weekdays and 7:00 a.m. to 1:00 a.m. on weekends. 

5. Approved Student Leadership/Medical/Special Needs Students: (Yellow sticker) Lot G (Lower), and Lots H, M, and A-E 

6. Service: (Silver/Green permits) Lots A-H and N

7. Visitors:  Visitors may park in Lots A-E

• Parking for special events at the Mabee Center, Johnson Baseball Stadium, or Howard Auditorium is on an availability-of-space basis, beginning one and a half hours before all special events, in Lots A-E and H. 

• Short-term Temporary Permits may be obtained at DPSS to park in Lot G. 

• During special events at Johnson Stadium, permits are not required for that Lot. 

8. Reserved Spaces: Several spaces in various lots have been marked for specific personnel and people with disabilities. Disability spaces are marked on the pavement with an insignia on a blue field. A citation will be issued for unauthorized parking in these spaces or any other area designated by DPSS for reserved parking or no parking.

9. Motorcycle Parking: Student motorcycles may be parked in (1) any regular student space, (2) in the southwest corner of Lot H near the information booth, or (3) at the south end of the rows in Lot H inside the concrete curbs. Faculty or staff motorcycles may be parked in regular parking spaces in designated faculty/staff lots and in the painted triangles at the end of the rows. Two motorcycles per parking space are allowed. 

10. Bicycle Parking: Bicycles should be parked in bicycle racks located conveniently throughout the campus. Bicycles should be locked when in racks. 

11. No Student Parking: No student parking is allowed in Lots K, F-1, or F-2.

VEHICLE REGULATIONS   

1. Unregistered vehicles, motorcycles, and bicycles left on campus during the summer months will be impounded and stored at the owner’s expense. Impounded bicycles may be sold. 

2. Obtaining, but not affixing, a permit to the vehicle will result in a “No Permit” violation. 

3. The permit holder is responsible for all violations and charges against the holder’s permit number, regardless of the driver at the time of the violation. The permit holder is responsible for informing other drivers of ORU traffic and parking regulations, including where to park their vehicles. 

4. Old or expired permits must be removed before affixing a new permit to the vehicle. 

5. Unregistered vehicles left on the premises for more than 48 hours without notifying DPSS may be impounded and stored at the owner’s expense. 

6. Vehicles driven primarily by a student dependent on an Oral Roberts University employee should be registered with a student permit. Any student driving a vehicle bearing a Faculty/Staff permit must park that vehicle in assigned student parking areas and not in a faculty/staff parking area. 

7. Any unusual circumstance, such as driving a substitute vehicle (i.e., borrowed, rented, etc.), must be reported immediately to DPSS. Failure to do so may result in a citation. 

8. Any student will be considered as such (concerning parking privileges) regardless of employment status. (Exception: a full-time employee using employee tuition benefits as a part-time student with six credit hours or fewer.) 

9. Drivers must observe all signs, temporary or permanent, and abide by the instructions given by DPSS and authorized traffic directors. 

10. The posted speed limit for roadways and parking areas on campus is 20 miles per hour. 

11. Cutting through a parking area (i.e., cutting across Mabee Center parking lots) without following designated driving lanes is considered a moving violation. 

12. Students' use of service drives on campus (i.e., to the Aerobics Center, Christ’s Chapel, Maintenance) must be prearranged through DPSS for special events loading and unloading purposes only. 

13. Driving or parking motor vehicles, motorcycles, and bicycles is not permitted on the grass, sidewalks, roadways, in “No Parking” zones, or on the grounds around buildings or building entrances. All vehicles must be parked in assigned or designated parking areas. 

14. Vehicles must be parked within parallel parking space lines. Improper vehicle positioning does not make improper parking in adjacent spaces acceptable. 

15. All marked disabled spaces are to be observed. Only vehicles bearing a state-issued disability permit, placard, license plate/tag, or ORU Disability Permit are authorized to park in these spaces.

16. Any stationary vehicle, manned or unmanned, engine running or not, is considered parked. 

17. Student parking is prohibited in G (Lower) Lot unless otherwise specified (see Graduate and Commuter Students Parking Location). Check with DPSS for situational parking permission.

18. Inability to locate a vacant parking space in the assigned lot does not justify illegal or incorrect parking. Additional parking is available in Mabee Center Lots A-E if the desired lot is full. 

19. The fact that a person parks violating any regulation without receiving a citation does not mean that the regulation is no longer in effect. 

20. Parking privileges or vehicle use on campus may be suspended after the sixth traffic violation. 

21. Changes in parking regulations will be made to the Student Handbook and the ORU website. 

22. Bicycle riders must yield right-of-way to pedestrians at all times. Reckless use of bicycles is not permitted. 

23. Drivers of motorcycles must abide by all vehicle regulations. 

24. Traffic regulations will be enforced at all times. 

25. Information should be obtained from DPSS Officers/Supervisors anytime a traffic regulation is not understood or a correct action is not known. 

26. Skateboards, long boards, hover boards, roller blades, roller skates, or any foot or motorized scooter are prohibited on campus property. 

Citations Appeal Procedure
In general, citations may be appealed. Those citations not to be considered for appeal will have a notation stating such. If a violator wishes to appeal a citation, the ticket must be presented to DPSS within five working days from the issue date. The appeal will be reviewed by the Traffic Appeals Committee and a determination rendered. A written explanation must accompany the appeal submitted electronically through the “Citation Appeal” tab of the “Public Safety” page of ORU.edu. Verbal appeals or excuses are not acceptable. Persons will be notified of the appeal decision by e-mail.  

Impounding (“Boot”) or Towing of Vehicles:  Automobiles, motorcycles, and bicycles may be impounded or towed away with authorization of DPSS for any of the following reasons: 

• Illegal parking that presents a safety hazard 

• Obstruction to the normal flow of traffic 

• Refusal to comply with regulations 

• Repeated or flagrant offenses (including failure to register a vehicle) 

• Apparent or assumed abandonment of the vehicle 

• Inoperable vehicle occupying a parking space for more than 15 working days

A fee may be charged for the release of impounded motor vehicles, including bicycles. Vehicles will be towed at the owner's expense. 

When the owner of a vehicle has accumulated 5 citations within a school year, they are placed on an impound list. The first impound fee will be $40.00. The impound fee doubles every time the immobilization device (Boot) is applied to the repeating offender’s vehicle. Example: 1st Boot = $40.00, 2nd Boot = $80.00, etc. There is no limit to the number of times a Boot may be applied. 

Violations and Penalties: Persistent or flagrant violators are subject to appropriate disciplinary action, including the towing of their vehicles from University property. Penalties assessed for parking and traffic violations must be paid at the Student Accounts office. A complete list of violations and penalties can be obtained in the DPSS office.
